Surrogacy was already outlawed in Italy as of 2004. The proposed rule, which would make it unlawful for Italian residents to hire a surrogate mother abroad, would allow for penalties and prison sentences of up to $1.15 million and up to three years, respectively, for convictions. A plan that would make it illegal for Italian nationals to attempt to become parents through a surrogate’s pregnancy overseas, even in nations where the practise is permitted, is being discussed by Italy’s legislators.
